Psychologist Dr. Stephen Hinshaw has found a correlation between states with high rates of ADHD diagnoses and test-based school accountability laws. Hinshaw was a guest speaker at the “Accelerating Innovation” symposium, see –“How our brains are built.”
North Carolina was the first state to adopt NCLB, Califonia was one of the last.
More southern states (15 out of 17) had passed accountability laws prior to NCLB than any other region of the country.
